Payroll in Kosovo

Payroll Cycle

Salary is generally paid monthly on the date stated in the employment contract.

Minimum Wage

A statutory national minimum wage applies, with the applicable rate potentially differing by age or government decision.

Overtime Pay

- Generally 8 hours per day and 40 hours per week. - Overtime is generally limited to 8 hours per week.

- Kosovo: Overtime Pay = Ordinary Hourly Rate plus the applicable statutory premium for every overtime hour. - Premiums stated for this country: 30%.

Bonus

13th Month

Kosovo does not require a general 13th month salary for private sector employees. In 2026, however, the Government introduced and paid a 13th salary for public sector employees under the 2026 budget and a government decision. The public sector measure should not be applied to private sector employees.

2026 public sector payment: a full additional monthly salary for an employee with 12 months of qualifying public sector service. Employees with fewer than 12 qualifying months, and part-time employees, receive a proportional amount based on months worked and working time. Private sector: no statutory formula.

For the 2026 public sector measure, employees who completed 12 months of public sector employment received the full 13th salary. Employees with less than 12 months received a proportional amount for the months engaged, and part-time service was also adjusted proportionally. The payment was implemented in March 2026 following a government decision and the 2026 budget provision. Private sector employees are not covered by this public sector measure and have no automatic entitlement under Kosovo’s general Labour Law. A private sector employee receives an annual bonus only where an employment contract, collective agreement, or binding employer scheme creates the entitlement. Any future law extending 13th salary rights to the private sector must be verified before use.

Benefits generally cover treatment, temporary incapacity, permanent disability and survivor payments, but the responsible institution and assessable wage follow the local scheme.
Statutory termination or end of service entitlement in KosovoTermination payments in Kosovo depend on the Labour Code, the dismissal ground and the employee’s service. Employers must settle notice or pay in lieu, earned salary, unused leave and any statutory severance, gratuity or indemnity that the local rules attach to redundancy, employer initiated dismissal or contract expiry. A resignation does not automatically produce the same entitlement.
Public healthcare or mandatory medical coverage in KosovoHealth protection in Kosovo is delivered through the medical or sickness branch of Kosovo Pension Savings Trust contributions and statutory health or injury obligations where applicable. Employers must register employees who meet the scheme’s coverage tests and remit the required payroll contribution on the prescribed wage base. The programme commonly provides medical treatment and cash sickness or maternity benefits, while eligibility for dependants, expatriates and higher earners follows the local institution’s rules.
Optional
Supplementary private medical insurance in KosovoPrivate medical insurance in Kosovo should be designed around the gaps left by Kosovo Pension Savings Trust contributions and statutory health or injury obligations where applicable. Employers commonly add faster outpatient access, private hospital treatment, dental, optical, mental health and dependant cover. The policy remains optional unless a visa, emirate, collective agreement or sector rule makes insurance compulsory, and any taxable benefit treatment should be processed through payroll.
Performance or profit sharing bonus in KosovoA performance or profit sharing bonus in Kosovo is optional unless promised by contract, collective agreement or an established plan. The rules should specify the performance period, measurable targets, proration for joiners and leavers, and treatment during protected leave. Payroll must apply local income tax and social contribution rules to the payment.
